SOCAR has six culture centers – the Mardakan, centers named after Adil Isgenderov, Sattar Bahlulzadeh, Gurban Abbasov, Ali Amirov, and Vagif Mustafazadeh.
These centers offer a total of 72 courses and have study groups and studios, eight ensembles, and nine dance troupes. There are six libraries.

In recent years the centers' facilities have totally changed. The Mardakan Center was rebuilt according to modern standards on the initiative of Mehriban Aliyeva, the President of the Heydar Aliyev Foundation, and Goodwill Ambassador of UNESCO and ISESCO, and Member of Parliament with the financial support of SOCAR. While in the past a library could accommodate 1000 readers, it can now serve 6,000 to 7,000 after the renovation. The Decree of President Ilham Aliyev of April 20, 2007 "Concerning Improvements in the Operation of Libraries in Azerbaijan" served as the basis for the renovations.
The centers sponsor celebrations of national holidays such as New Year, Novruz, special days May 10 – the Flower Holidays dedicated to the birthday of National Leader Heydar Aliyev, May 28 – Republic Day, September 20 – Oilmen Day, Ramadan, Gurban Holidays, and December 31 – World Azerbaijanian Solidarity Day. Representatives of SOCAR cultural centers, dance troupes, and ensembles participate in the celebrations and concerts and exhibitions are conducted at the same time. At the same time the January 20 Tragedy and February 26 Genocide days are commemorated with special events.
On holidays and special days, amateur groups from the cultural centers entertain the residents of military bases, orphanages, disabled persons homes, and nursing homes.
